I got the following response from CIC last week. Should I consider that my case is refused ? or wait for CIC to resume processing ? Please direct.

Good Morining,

CIC is working to closely manage arrivals in Canada, so that we meet, but do not exceed the immigration levels plan set by Parliament last fall for 2011. Since we have larger inventories than room within the immigration plan for admissions to Canada, we must stagger the review of applications throughout the year.
We do not anticipate that we will begin to process federal skilled worker applications from August 2009 during the current calendar year. If we are able to initiate processing earlier, we will contact you.

just think they will be processing prior cases to clear the backlog, if you applied after 2009 your case will be processed 2012 unwards
 
This is not a refusal. They are simply telling that there is a backlog and your file will take longer time to process than initially anticipated.

I suggest you wait and relax as many other fellow members recieved similar response from CIC.

Surprising, my docs were received by Buffalo - VO in April -2010, initial application to CIO in Oct-2009. I got my visa in first week of August-2011.
