What is the exact definition for accompanying or non-accompanying.
Because in my case they are both in Canada.

What is the best way for me knowing she already has his CSQ with Work Permit ?

The process for accompanying vs. non-accompanying is the same except that non-accompanying dependants do not become PRs with you.

I suggest you contact Quebec immigration to find out.

As for the waiting time, expect at least 4 months to add your partner and child, possibly longer.
