Up-fronting Police certificate of a country from which PCC is not needed upfront

I am residing in the Netherlands and Netherlands is a country from which upfront PCC is not required. CIC site for Netherlands says here:

Do I need to provide a Police Certificate with my Application for Permanent Residence? No. Citizenship and Immigration Canada will send you a letter requesting a police certificate after you send your Application for Permanent Residence. You must provide that letter when you apply for a Police Certificate.

But I did not see this earlier and I applied for a PCC as it was said in ITA to start collecting these documents asap. The authorities accepted my application without CIC letter and just asked for a printout of the CIC site which asks for PCC. I expect PCC to be delivered soon.

Now since I am confused if I upload this PCC there would be a problem from CIC because I got it without their letter. Is that the case ? Can anyone shed some light on this ?
