Hi, I did not say I was a permanent resident. On the IRCC website, there is an option "approved permanent resident (who has not yet arrived in Canada)". "Canadian citizens and permanent residents" is a different option.

Is the 14 day quarantine needed if the parents are fully vaccinated with one of the approved vaccine?

How can they get vaccinated during the quarantine? Vaccination centers are fixed, not mobile.
