I live in the US and I want to apply for my Canadian citizenship papers. Both of my parents were born in Canada, I was born in the US. I briefly lived in Canada and went to kindergarten there while living with my grandfather. We don't know if he applied for my citizenship when I lived with him. Is there a way to find out? My mother says she did receive child money from the government when I was little.

Get a certificate for someone born outside Canada

Some people born outside Canada to a Canadian parent became citizens at birth. However, not all children of Canadians born outside Canada automatically become Canadian citizens. Use the “Am I Canadian?” tool to find out if you or your child is a Canadian citizen. You can also learn who became a Canadian citizen under changes that took effect on April 17, 2009.

I have used that tool before and I know I am eligible. Is there a way to find out if my Grandfather already did the paperwork in the 70's when I was under his guardianship? He passed away in 1980 so of course I can't ask him.
I am hoping there is a lesser fee for getting a copy of citizenship papers versus applying for citizenship.

When you say you are eligible you mean YOU ARE CANADIAN. so whatever your Grandfather did, if he did, is not very important. You need to apply for proof of citizenship not for grant of citizenship. For the fees you can check the website but I think you need to make sure first that you are Canadian. Maybe you can call CIC and ask.

This is correct. The online tool should help you verify your citizenship status. If you are a citizen, then you dont apply to become one, you just apply for a citizenship certificate, not a naturalization.

The online tool, normally found here: http://www.cic.gc.ca/english/citizenship/rules/index.asp, is being updated, due to changes brought about by Bill C-24. As the child of Canadian-born parents, you are a Canadian citizen, at least as of 2009. All you need to do is to apply for proof of citizenship as described above.

The only reason I can think of to determine whether you were a citizen before 2009 is if you have children who may have inherited Canadian citizenship from you. As of 2009, it is not possible to pass citizenship to a child born abroad in the second generation. If this is your concern, you can have a search made of citizenship records for a $75 fee:

If you apply for proof of citizenship ($75) AND a search of records at the same time, you do not have to pay an additional $75 for the search.
