University transcripts vs college transcripts

Hello All Experts -

I am new here to Canadian immigration.
I have this doubt about transcripts - the website mentions University issued transcripts and sign of Registrar Offices (from Univ and not college). My college is in Pune and falls under Pune Univ. I am under the impression that I should be going to my college for these transcripts since getting this thing done from Pune Univ. seems almost impossible to me.
If anyone else from Pune Univ - please suggest.

you have to get everything from the university and not the college. WES rejected college documents for my wife and insisted it had to be done by the university.
