University of Winnipeg MSC ACS January 2017 Intake

I have applied to MSC ACS January 2017 intakeat University of Winnipeg they told me that my application is on hold.
On Hold means if an accepted student decline there offer then I might get accepted.
My visa application is ready except offer letter from university

what should I do?
can anyone tell me how long it will going to take for other student to accept or decline university offer?
