Do you apply directly to the university ?
OR
Do you have send the prequalification form first?

It is necessary to apply the prequalification form first before applying because it is the requiarement of the university to have a supervisor for before you take admssion.

having a supervisor beforehand is not necessary for the M.Engg program ,it is required for the ms and phd .....also i am not sure what needs to be applied for cause i have already applied both together ......cz the online admisn details requires the documents plus the prequalification form .....

Thats olright no harm done ,if i get through then doesn't really matter does it,besides they reply and update very late and that would have delayed my application way past the deadline.
