Hello, mine also wrote, complete, ready for review. I have emailed the graduate administrator of my department when likely will decision be made on my eligibility but didn't get response from her tho. I'm also hoping for the best as well. I applied with a cgpa of 94.8% in my last two years and with overall of 89.4%. I also secured a supervisor, which is same as the grafuagr chair of the department i applied to!!!

No that does not guarantee you a visa.
A strong SOP and financial status will.

I applied for M. Ed(Thesis based) in Educational Administration
I applied for fall 2019 in October 2018. Hope it'll help.
