U of Regina is a very small university and ranking wise, its not the top of the list in the world or in Canadian Uni rankings, but its OK, for a university education.
Some of u may not have been admitted to the Masters program cause for Research masters program, u will need to find an advisor or a supervisor before u apply for it and then once the supervisor is willing to take u On then u apply and the probability of success will be higher. Unless u apply for the coursework masters program, then admission is easier cause u dont need a supervisor and its based entirely on yr undergraduate degree, where u graduated, what yr GPA is (usually above 3.0 to 3.3 on a 4 pt scale, which is around 75% average or higher) then, also yr ILETS or TOEFL scores and also yr GRE if its required. So admissions to the Masters program are a combination of the above.
If yr undergraduate degree if from a Canadian or US uni then its much easier cause they are able to assess it based on the North american system but if yr degree is from a developing country, like China or India, or elsewhere, then they will be more stringent on the admission process.
Just to clarify, i am speaking from the admissions office point of view cause i have worked in US and Canadian universities admission office and this is basically how they are assessed.
