Do students have to pay 1 full year fees and then apply for student visa now ? or is 1st semester fee enough

Depends on how/where you are applying from. So check the country specific requirements on cic website and requirements of the program you are applying under.

If u want to apply under SDS then 1 year fee & GIC is mandatory otherwise u can pay according to the requirements of your college/university
