Assalamu aleykum everyone, I am from Uzbekistan and I work at the Ministry of Finance of Uzbekistan as a senior economist.
3 months ago I received letter of acceptance from University of Canada West through my agent to MBA program and paid 7900 CAD tuition fee. One month ago I applied for study permit to the Embassy of Canada and got refused for 4 reasons (purpose, limited employment prospects, current employment situation and financial status). After 10 days I reaplied and yesterday I received another refusal for 2 reasons (purpose of visit and limited employment prospects in your country of residence). Although, I explained my purpose of visit in my study plan and enclosed a letter from my work stating that I will be promoted after return to my home country, they did not believe and refused.
What can be reasons for refusal?
May it be the reason that University I have chosen is not top and private? Does it work to get my study permit if I change my University to the top public one?
Is there anyone who had study permit approved after 2 refusal? Is it possible to get visa from Canada or Am I blocked by the Visa officer?

IRCC did you a favour by refusing your application. Yes, University of Canada West is a bad school with a poor reputation. Yes, that's probably one of the reasons why you were refused.

I have IELTS 6.5 (writing 6.5, listening 7, reading 6 and speaking 5.5) and have 3 years of work experience. My Bachelor GPA is 69,7 out of 100.

In that case your IELTS score is part of the problem. Your score is too low for someone who wants to attend university in Canada.

IRCC wants to see scores of at least 6.5 in each of the four categories if you are coming to Canada for a Master's program.

But I know students of University canada west whose visa approved. However, if I will get 7.5 Ielts score and enter one of top universities of Canada, Visa officers may refuse again, may not they?

Sure - it's still possible to be refused. However your chances are going to be much better with a better school.

UCW is a waste of money.

Lets assume I am accepted to University of Toronto for next term and paid tuition fee. Will visa officer reconsider my aplication or just ignore it knowing my refused old application. I know that USA wont give visa if once someone rejected even if the President of USA recommends. US and Canada the same?

They will process your application and approval is certainly possible.

It won't be a reconsideration. You will be submitting a new application and they will assess that new application.

A senior economist does not usually go to UCW for a MBA.. That's definitely a step backward. Hopefully you will get admitted to a well-known public university before the next visa attempt.
I did get an approval after 2 refusals so yes, everything is possible. Good luck

The IELTS scores you have now are too low. Before you apply to any schools, you need to rewrite IELTS and achieve a score of at least 6.5 in each of the four categories.

Most schools pay attention to writing section which is 6.5, I want to enter one of top universities of the world in Canada on finance or economics. Which university would you suggest and what score do I have to have at least?

I would recommend the University of Toronto. You'll need to see what their minimum requirements are on their website.

Even if the university accepts you with a lower score, you still need to satisfy IRCC you have the language abilities to successfully complete a Master's program in Canada. For a Master's, IRCC is expecting score of at least 6.5 in each of the four categories. If you have anything lower, this will significantly increase the chances of a refusal.

If you pick a top school then your age shouldn't be an issue.
