You r right in some extent. If university says minimum 70%, look at that university's international minimum requirement. It may be different. For example: Waterloo has minimum 78 % requirement for master's degree engineering. If someone is from NEpal, India, then minimum requirement is 60 %. But the lower GPA is the lower chances you get of admission.... At least Universities I have searched require around 70% for Masters degree...
But a fact is that if you dont meet minimun gpa required no one is gonna give you admission
