In my context, people from Nepal securing 60 % can apply in most of universities. I have frends in Sastwachewan University, Queens University and other university where they secured admission. But Applicant should have strong recommendation from referee, research proposal, SOP explaining applicant can do best in future ...
I have relative in canada who did Bachelor's degree in Nepal (non-native English speaking country). He is admitted at Queens without IELTS also, score around 62%

But the lower GPA is the lower chances you get of admission.... At least Universities I have searched require around 70% for Masters degree...
But a fact is that if you dont meet minimun gpa required no one is gonna give you admission

You r right in some extent. If university says minimum 70%, look at that university's international minimum requirement. It may be different. For example: Waterloo has minimum 78 % requirement for master's degree engineering. If someone is from NEpal, India, then minimum requirement is 60 %. For MENg, it has less competition than MASc
I have applied to MEng in Carleton University and MSc in University of Victoria and both did not accept me for admission.
Carleton University said that the reason of rejection is due to high competition and University of Victoria said that my last two year' CGPA in my bachelor is 3.23 and they require 3.33.
My profile is:
Bachelor of Engineering (hons) Electrical: 4 years CGPA is 3.04.
IELTS: 6.5 with no part less than 6.
