I just to share our experience so that anyone who comes across this in future knows how to react.

Summary: We received a PPR email from New Delhi Visa Office. However the letter in the email had a completely different File Number and Applicant Name.

Details:
1. I had applied for my wife's PR under the family class.
2. After sponsor approval, in 3 weeks time we received a PPR email from New Delhi Visa office asking us to submit the passport.
3. The email subject had our File Number. However the letter attached in the email had a completely different file number and applicant. So, we understood that New Delhi Visa office sent us a wrong letter in PPR email by mistake.
4. Then we sent numerous emails via the Case Specific inquiry form to NDVO but there was no reply. I also ordered my GCMS notes (you can request these while staying in Canada, these contain all notes that Immigration officers put on your file while processing it).
5. After waiting for 20 days for a response via the Case Specific Inquiry form, we started calling the New Delhi Visa office. There was no help from the person on the phone and eventually we reached day 38 (since receiving the PPR request).
6. So, we finally decided to send our passport with an explanation to the Visa Office which was a very good move. I say so, as when I received my GCMS notes, I saw that the due date for receiving passport after PPR is sent is 45 days, and our passport reached Visa Office just on the 40th day..

So, my advice to anyone who gets into similar situation is to send the passport with an explanation as soon as possible without waiting for a response from teh Visa Office as their processing is very delayed.

PS - Today is 55th day since I logged the first request via the Case Specific Inquiry form and still there is no response.

Hope this helps any unfortunate soul who lands up in same situation as ours.

Wow what a strange case and glad everything got resolved :D

Such a shame that CIC are impossible to speak to unless you live in Canada. I have case specific enquiries but there is no point E-mailing they wont respond. :'(
 
Actually, the HK VO is very good at replying to case specific enquiries. I sent two and they were both answered very quickly (the last one in less than 24 hours)...now, if only the substance of the replies were more helpful...

You mean you got a wrong PPR letter or just want to order GCMS notes.

You must ask someone in Canada to order these notes. Fill both the forms and pay the fees.

I am starting to think you aren't quite so unique. Slightly different case, but our friend had someone else's information documented in his GCMS notes and was given a REFUSAL based on THEIR application! Since the third week of August we have done everything we can think of to get it dealt with, but so far no response! If anyone has some high test cage rattling suggestions I'd love to hear them!
 
I know of a couple who submitted his passport for his PR visa, and they put his visa inside, and right beside his the put in another person's visa! He went back to the visa office and all the woman did was cross it off with a pen. THEN he and his wife called CIC and they had to go BACK to the visa office again to have the other person's visa removed with a special machine because obviously you can't fly with 2 different people's visas inside! How THAT mistake can even be made, I don't know! Carelessness!
