As said above, a person can apply for an OWP along with an inland sponsorship app. However, there is no way to qualify for an OWP based solely on being married to a Canadian citizen/PR.

Interesting, I was unaware that there are more criteria to qualify in this category as well.

Thank you though. With responses from this group and the CIC, I am not inlclined at this point to apply for a OWP via sponsorship anymore. Its seems better to wait out the eligibility assessment stage of PR and then apply for the OWP if need be.
