i have a gap of 4 years since i last quit my job, however my total work experience is 4.2 years in last 10 years. I am currently not working. Will this be a negative point in my application?

Not at all.
However, you will need to mention it in your personal history section after you receive ITA.

I am OID SINP applicant and got the nomination in October'18. I left the job on 4th November'18 and moved to Germany on dependent visa. Now, I am unemployed and looking for job. The question here is that i need to send the federal form to CIC and in Generic form under Education/Occupational details what should i fill "Unemployed" ? Also, In Background declaration form i mentioned that i moved to Germany of work permit. Kindly advice!
If i mentioned Unemployed in generic form is that negative for my PR?

Unemployed is totally fine.
As long as you meet your eligibility criteria with previous work XP, no need to worry about that.
