Hello,

I am Canadian and sponsoring my husband. We both live in Lebanon. I have received an email From IRCC asking to submit an Undertaking application to the Provincial Government if I am a resident of Quebec. It is not clear to me if I have to submit it, since I have the intention to live in the province of Quebec as soon as my husband gets his permanent visa, or if I am currently living in Quebec? As I understood, I am not concerned since I am sponsoring my husband abroad. Is it true?

And in case we decide to change our destination outside Quebec, we need to modify and inform IRCC? And shall we submit the undertaking anyway?

Yes, you would need to inform IRCC. They may very well ask for proof of your intention to reside outside of Quebec in order to show that you aren't just saying that to avoid the CSQ process and still intend to go to Quebec anyways. This is particularly true if you were living in Quebec prior to leaving Canada.
