In addition, the federal government is launching a pilot project that will allow a legal refugee or immigrant who has failed to declare a family member the chance to sponsor undeclared immediate family members.

In the past, failure to declare a family member meant that a legal immigrant couldn’t sponsor that family member in the future.

“The pilot project for sponsorship of previously undeclared family members will last two years — from Sept. 9, 2019, to Sept. 9, 2021. Applications that are already in process will also benefit from this pilot project,” the government said in a statement.
 
I would not get too excited. The General Election is this fall, what is promised by one government, can just as easily be cancelled by another. Plus whenever an election is due, the Government starts acting like it is Christmas, promising the world, when they know, it can all be cancelled if they do not get into power. Look at the validity, from Sept 2019-Sept 2021, the Liberals might not even be in power during that period.

It is way beyond ridiculous. It is kind of sending a message to tell the world that we encourage you not to abide the law, and if you do that we will award you. What family unification he is talking about? The applicant may not be qualified to immigrate to Canada in the first place, if they declared the dependent(s). And if the applicant wasn't qualified and stayed home, shouldn't he/she still be with his/her family (unified)? The correct thing to do is to revoke whatever status those law breakers have, and send them home to be unified with their families.

What? This is talking about legal migrants. While I agree that not declaring is somewhat equal to misrepresentation, there might have been very valid reasons for it. It's not like any of these people will just be automatically admitted. They will still have to go through the PR process and bg checks just like anybody else. This just gives people a second chance, and obviously the government will receive more fees (if they keep this program).
 
The valid reason for this ? Yah , quite simple . Votes
Except of course a PR cannot vote so how many votes seems questionable and may even have the opposite effect where there could be little sympathy where people non declared to gain advantage. Who for example ‘ forgets’ they have dependants.

PRs can't vote, but if they've been in Canada long enough those PRs can become citizens and therefore vote.

Of course it’s for votes . Immigration has always been used for partisan purposes . Look at the NDP response to that PGP fiasco. There solution? Let’s have no cap at all in bringing parents . Nope. Let’s bring anybody and everybody . That borders on just being reckless when the infrastructure aka social services can’t handle the population it already has. Hospitals, long term care facilities, Doctors

No it is in general although no details and as indicated it is part of many election linked changes. Have you not done anything about your wife in the past 2 year?

I did ask for an exemption, but unfortunately it has been refused.
