Getting the police cert from China is a massive hassle, and the process differs city-to-city (even district-to-district). To cover my wife's 7-year period of continued study in two universities located (literally) across the street from one another we had to get two certs done because, apparently they were in different districts. Even the certs themselves (each of them one half of an a4 paper) look ridiculous and unofficial. It took us two full weeks of going from the university to various police offices to get it done. After getting the certs, we got them authenticated and translated at a notary public (which seem to have much more power in China than they do in Canada).
It looks like you covered your bases well. I expect the cic is aware of how silly the applicatuon process is for a foreigner to get the police cert in China.
