Unable to link OWP

I submitted my Sponsorship application + OWP by mail on April 20, 2020 and it was received on 21 April 2020.
Am trying to link OWP with all the possible combinations but getting only no application found. Also called IRCC on this and they’re are giving very generic answer as they didn’t start processing the application. Am worried and is there people of my same timeline with the same problem.

mine received April 20.
Same answer from ircc except they provide me the application number of owp
but cannot link OWP still
