Unable to contact LA consulate via Email

I am trying to contact LA office via email. The email i am using is los-angeles-im-enquiry@international.gc.ca.
All emails to this email address are getting rejected. Did anyone else face the same issue? is there any other way to contact them? i tried the phone number of the consulate but you cannot get a hold of a person. I have applied for Tourist visa and need passports back for some reason, Please advise.

this basically uses the same email on the back end and is also failing.

Request letter for Passport - 5/2/2013
Sent Passport to LA Consulate (Fedex Overnight) - 5/2/2013
LA Consulate received Passport - 5/3/2013
USPS Retrun Shipment (Stamped Passports) Activated - 5/15/2013
Expected to receive package with Stamped Passports as per USPS - 5/16/2013 (TBD)
