Hello everyone, is there anyone who has traveled to Saudi Arabia for Umrah on a tourist visa (RTD) without having a PR (Permanent Residency) card? I have contacted multiple travel agencies that handle Umrah packages, and all of them have informed me that the Saudi government does not allow Umrah on a tourist visa. However, while searching on Google, I came across several instances of people who claim to have gone for Umrah, which is quite unbelievable to me. How did they obtain a visa on a tourist visa if the Saudi government does not accept it? I would appreciate any advice or information on this matter. Thank you.

Believe you need to apply for an Umrah specific visa which is not a basic visitor visa. Most protected people are not in the financial position to apply so it is still quite rare which is why most travel agencies are likely unaware. Assume you will need proof that you have purchased a package to do Umrah when submitting your visa application. Would make sure package is 100% refundable. The KSA embassy is the only one who will be able to provide information about the visas. Most travel agents will not have encountered people making umrah as a protected person since most are not in the financial situation to do so. I emailed the Saudi embassy but they sent me a list of travel agencies to contact for the visa, but they didn't give me any other information.

I also emailed to saudia embassy and they replied me that if you have a visa your are allowed to travel.
So i contacted a travel agent who have his own company in saudia as well. He replied me that he will be able to issue visa both multiple and umrah visa.

I am trying to get license from IATA for the umrah visas.
Once i will get i will be able to issue visas of saudia. Right now i already signed agreement with one of the biggest agent in saudia those are issuing visas. About my today's dissucssion with them if you have a good agent your chances of getting visas for both umrah & visit increases.
They have already issued couple of visas on RTD.
