I did not ask about that. I asked if you had a proof that ONLY you have a sole custody of children. It could be either kids' Birth certificates with father not mentioned at all, or a court decision.

Actually, in BC you (and your children) can get health care before landing (i.e., while you are still technically a visitor). The wait time (balance of the month + 2 months) can start when CIC accepts the PR application or when the fees were paid. See the following threads for details. It should save you a few months of travel insurance premiums.
