My friend is iranian and uk citizen ( dual citizen ), he is living in uk .who he can come to canada to live . Does he live in canada as permanent resident or citizen? Just keep in your mind he has 2 passport Uk and iran. Thank you

Depends if he wants to visit or live there permanently. His citizenship does not matter. Tell him to check his eligibility on the come to Canada tool which you can find on google

As explained above, his citizenship doesn't make any difference. He needs to apply for PR just like anyone else would. If he is successful in becoming a permanent resident, then he will qualify for citizenship once he has lived in Canada for a few years.
