My PR card has expired and I have submitted an application for renewal going to almost 2 years now and yet to receive my new PR card. All attempts to know when I will be getting the new card failed. Each time I called and emailed, I got the same response back as below.

We verified the information on file and can confirm that the card has been selected for pick-up.

However, the health and safety of everyone is our priority. As we resume some of our in-person services, IRCC has modified its approach in order to limit walk-in visits due to the coronavirus situation.

Whenever possible, interactions will occur virtually or through scheduled appointments only. Only clients with pre-scheduled appointments will be permitted into IRCC offices. Appointments letters will include specific instructions to prepare our clients for health and safety regulations.


As a British citizen with a British passport, can I re-enter Canada using my British passport in the absence of my PR card?

Information above is wrong, in most cases you will not be allowed to board plane as a pr without a valid pr card. They have computers now.

You'll have to either travel through USA or apply for prtd.

Question is whether you have been in Canada most of the intervening time. If not, you are probably not compliant with residency obligation and may have issues at border. (Also possibly why the new card was held for pickup, they suspected you were not in Canada.)

No, you can't.

You need either a valid PR card or valid PR Travel Document in order to board a plane. Your passport alone is not sufficient.

British citizens can board a plane with a British passport and a valid eTA. However you don't qualify for an eTA as a permanent resident, so you need either the valid PR card or valid PR Travel Document.
 
Only US Citizens can board a plane with US passport and without eTA. All other visa-exempt nationals either need eTA (which they can't get as CanPRs), or a valid PR card. What OP can do instead is fly to Buffalo, NY from London, UK, disembark plane (as visa exempt UK National) and go to Canadian border, where he can ask for admission with UK Passport and Canadian landing papers. No need for PR card.
