My friend came here as a refugee. He lost his PR card 10 yrs ago and did not apply for a new one. He has a Driving license/Health Card/Orginal Passport. Could you please advise how he can get the UCI to fill the citizenship application? Should he call ICC or apply new PR card before submitting a Citizenship Application? Thanks a lot.

Calling IRCC could definitely be a first step. They will clarify the situation for you friend.
It says here that he may leave that space blank in his applications, but I wouldn't do that myself to be honest :
