I am the primary applicant in my Express entry application and my wife is the dependent. We have both received individual and different UCI. While mine is of the common format 1111xxxxxx my wife’s UCI begins with 88 and is an 8 digit number. We have obtained her UCI number from our profile on the CIC website. Could someone please explain why hers does not follow the usual format?? It is also not being accepted as valid when we are trying to register for the Plan for Canada program. Any help would be highly appreciated

Mine is 8 digit too. I assume she has the old format number. Did she submit something to CIC in the past which potentially locked in their system?
Its always 8 digit number. Doesn't matter the start as there is no specific criteria. Mine use to start from 8 (I was principal applicant) and my wife starts from 6.
Good thing you have your UCI Number and it will last forever with you. Your PR Card your Citizenship certificate it will remain every where from now on.

The only reason for concern is that we are currently unable to register for the Plan Canada program which is an orientation for those who are migrating to Canada in the near future. The form is unable to recognize her UCI as a legitimate number.
Try to check your ECAS status via UCI first
