UCI and Confirmation of Permanent Residence number

My question is:

What is the difference between 'UCI' and 'Confirmation of Permanent Residence number that starts with T'?

When do you receive UCI and when do you receive Confirmation of Permanent Residence number?

UCI is Universal Client ID, you will get first after you submit your application. COPR number you will get at the end after approval of you PR.
