My Filipina wife is applying for a permanent residence visa for Canada & she requires a police certificate from Umm Al Quain, UAE. She worked there 13 years ago. To obtain the police certificate the UAE police want her residency visa, she never received one because she ran away from her employer before it arrived, because of very bad working conditions. She then worked illegally for a few years until she received amnesty & returned to the Philippines.

We have tried to get the police clearance 2 times, but we have had no luck because they want the residency visa from 13 years ago that she never received. Does any body have any advice as what we can do?
 
If your wife is in the Philippines, ask her to visit the UAE embassy (uae-embassy.ae/embassies/ph) and explain her situation. At most, she could get a letter from the embassy stating that they cannot issue a PCC for the lack of residency visa. Include original of this letter along with copies of the amnesty documents and send it to the Canadian Visa office with an appropriate explanation of the case.
 
In this condition if she cannot provide police report from the embassy or any amnesty document she had to make good explanation to the Canadian embassy and write truly reason that she cannot get it from U.A.E or from the embassy. On this case they will understand her situation
