UAE or India, Where should I apply? I hear the chances are less in Abu Dhabi

As i understand from my research the reason for the rejection may be as per follows, it need to be verified based on your own situation-
1. Immigration status- Anytime overstayed or are on dependent visa?
2. Purpose of visit- Your course may be at lower level as per your current studies or so (that visa officer may be thinking, you need to convince him).
3.Current employment situation- If you are employed, add employment letter and salary certificate from your employer along with UAE bank statement showing the deposit of your salary every month. If not employed then, search for a job and do the same as mentioned above.
Over and above that, if you have already taken care of all the above points and nothing is applicable to you and still you are worried why you got a rejection, then order for GCMS notes and then you will get the exact reason for your profile rejection. Accordingly modify and re-apply.
One more thing VA are crazy now a days, so don't expect them to use any logic, i read some places that after 1st rejection they don't read the subsequent application and just reject based on last application status. So better to apply from India next time if possible (just an advise and my personal vies, it can be different case by case).
