Yes You have to contact your university for official copies of your transcripts.
As it is clearly mentioned in U of Cal Admission Requirements, " Copies received from Applicant or any third party (means agents etc) will be considered unofficial. So you have to request your university to issue and forward copies to U of Cal.

I hope I have tried my level best to remove your confusion.

pursuing b.tech with 65% in Electronics and communication

i applied back in June for M.ENG and documents was received by university on 21 august..
