I got my degree in the United States. Do I need to send my original academic diploma & transcript? Or a photocopy is needed? Or do I need to send a certified copy? Since Canada is not part of the Hague Convention Apostille, I need to get certification by the US Secretary of State.

You need to send the originals in the university sealed envelop.

I don't think that you need to worry about the Hague convention. The degree should be accredited by authorities from country of issuance.
