No, it is not require nor needed. It is considered a waste of money if visa is rejected.

ok,thanks for the information...i'm now a little confused, hope someone can enlighten me,i'm getting a help from agency/cosultancy and the fee is 12,000 peso..i got a lot of information from them regarding the requirements and now i got it all but my boyfriend failed to send me an invitation letter without notarizing it,i called the agency and they want it to get notarized, they are insisting it,my problem is my boyfriend doesnt know how to get it scanned and can't send it to my email, when he sent me the documents he sent it tru fed ex and takes one week to get it here and cost too much, now i gathered infos that invitation letter doesnt need to get it notarized,do you think it would be ok if ill just submit my application at the vfs directly? without consulting or informing the agency?

We never use any agency to get the visa. We go straight to the visa application centre or vfs directly. We don't notarized the invitation letter. Like in the case if my relative in China didn't know how to use the scanner, I told them to go to the neighborhood photoshop to get the document scanned.

If you don't have an invitation letter, you can still apply for the visa as an ordinary tourist.
