Greetings all,
A quick question please, I have my reference letter signed by HR manager on letterhead and the same one signed by my direct manager but on plain paper. I want the CIC to know that my manager is the one who knows the duties in details. So can I provide both letters together or will it be confusing

Thanks URGENT feedback is required

I think you have 2 choices here: either get them on proper letterhead or submit anyway and include any explanation you see fit. Everyone here can give you their best-intended 2 cents but ultimately it will be the officer who processes it to judge.

My HR won't allow my manager to sign on letter head, so he signed on the plain paper and the HR insisted to sign the letterhead letter. This is why
Note: Contact information of HR on HR letter and of manager on managers letter

So I see 2 different problems here. The first one is how many reference letters you can upload for this one job. If you already started your official PR application, you'll see that there is only one slot provided (for each job) to upload the documents. I.e. the maximum number of pdf file that you can for each job's work experience is one file. If you have more than 1 pdf file, you will need to combine them together.

Now on the other hand, your 2nd problem is the file signed by your manager is not on letterhead. As you already know the answer, it is better if you can convince HR to include your job duties aside from other details (dates worked for the company, number of work hours per week and annual salary plus benefits, etc.). If all these details are already included, you should not need 2 references. In my case, my employer did not have a job description for my position either, and I needed to suggest a few lines for them to review and approve. Perhaps that's something you might want to negotiate with your HR?

If that cannot be done, then I don't know if you have any choices other than combining both references into one and include a thorough explanation of your efforts in obtaining the proper documents (or lack thereof). In the explanation, I might suggest that you print out any correspondence with your HR, dates and time, and details on why you can't convince them to include your job duties in the reference letter.

A resource that you might find helpful: https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/permanent-residence/express-entry/applications-received-on-after-january-1-2016-completeness-check.html#s03

Another thing you can do is too call CIC helpline, ask for their advice, and document it together with the agent number. Please note though that this is not a bulletproof plan for yourself as the processing officer's opinion can always override the agent's opinion.

Thank you for your answer, my responsibilities are on the HR letter but I just want the cic to know that my manager is the one who knows the content of the letter(wrote it) but HR only skimmed through it (maybe) and signed so they do not know the details of the letter, this is my concern

Then wouldn't it be easier for you to include that details in the explanation letter then? I.e. "my direct supervisor is the person who's in charge of my ad hoc duties. If you need to dicuss these details, please contact him directly?"

I’m facing a similar problem. My HR refuses to provide roles and responsibilities on a letterhead. They have a fixed format. I have got another reference letter from a former colleague (not manager) with all required information on a plain paper and notarised, along with ID card. I hope it will convince the office. Going to apply in 15 days.

Did you pass the eligibility now with these reference letters on a paper rather than letterhead ?
Want to know,as I am also doing this way.
