I am the principle applicant:

CIC are ready to issue my Visa but they have requested the following:

Two recent photographs of yourself and two recent photographs of each of your accompanying family members. The photos must meet the Photo Specifications as detailed in Appendix A.

Does this apply if my family members are canadian and are waiting for me in canada?

No I don't think so. Someone else can confirm this for sure, but I'm almost positive that it's only for family members that are immigrating to Canada with you, like if you were bringing your children, etc.

It is the same thing as the passport request (the other thread you started)

They are only asking for photographs of spouse/children included in the application.

Because your wife is the sponsor and your children are already Canadian citizens they are only asking for photo's of you.
