The requirement says at least one must have been 3 years or more. What about the other one? Are there any specific requirements? Could it be a 4 / 5 months post bachelor certificate program completed in Canada?

I myself was in your position and I searched a ton in this forum and on canada immigration website as well. There is no clear documentation anywhere and you will only know for sure when you process your case.

First of all, When you go to your express entry profile and another degree. For the duration, it will ask you to choose 1 year, 2 years, and so on. For a 4 month's course, you can't choose any option.

Typically a semester lasts 4 months, 2 semesters last 8 months(implying one academic year). So, if you complete a course that 4 months full time WES will evaluate it to be 1 semester course. There is nothing wrong with a 4-5 months course, as long as it is accelerated enough(i,e packed with high credit courses) that WES won't evaluate it as a 1 semester course. ---- R 78(1) defines ―full-time equivalent in respect of part-time or accelerated studies, the period that would have been required to complete those studies on a full-time basis.

Also, the course needs to be an approved course from approved university from your country of study. ---- A distance learning credential is eligible for points as long as it meets the definition of a credential as outlined in R73. The credential is not described in terms of number of years duration (i.e., three-year bachelor‘s degree), officers should apply the definition of full-time equivalent study and knowledge that the visa office has acquired on local education institutions and credentials. There is a high incidence of fraud in this area. Verification checks should be conducted with issuing institutions to ensure that program integrity standards are respected.

In this forum you will find many people who have not been able to utilize 1 semester course, and there are others who have been lucky. My advice would be to be safe and choose something that is atleast 2 semesters equivalent.
