Two or more certificates, diplomas, or degrees

Hello all experts.
Hope you doing well.

First of all, I must apologize for posting this as new thread, but before starting this new i explored all that similars and found nothing about my terms.

In my country (IRAN) , there are two ways to continue your education after school.
-first when you try for 4 years Bachelor Degree in continue and then 2 years Master degree after that.
-or when you try for Associate Degree (2 years (after 11 yrs education in school)), must try for Discrete Bachelor (2 years) before Master Degree. So there is no 3 or more years education for this kind of situation.
I earned Computer Software Associate Degree in 4 years (2 years program- 4 years taken (cause of some personal problems)) and then i earned Information Technology Engineering Bachelor Degree in 2 years (2 years program- 2 years taken)
What is your opinion in my case?
Do you think i will be able to qualify for "Two or more certificates, diplomas, or degrees" ?
Because of financial issue, i should knew it before i pay the money for ECA.
As you know, It is very important thing because of points difrrence between Bachelor and Two or more cer.... !
If my education level evaluate with Bachelor Degree (4 years) , there will be no way to qualify for 440 or above points in my EE program .

You must have one of the degrees at least 3 years long (officially) to be qualified for two or more degrees. Your ECA must show Canadian 3 years Equivalency for your one of the two years degrees which is highly unlikely. Unfortunately your both degrees are two years long and probably ECA will show similar equivalency.

as i recovered some information from persian blogs , they were say that WES accept their same situations for two or more degrees in some cases.
but they don't how or what is the measures.
so as its clear i have to send my details to them and look what it happens at the end.
