I think sometime CIC look closely about experience and paper work if submitted using Lawer or consultant as they know that those paper work got more chance to manuplated as compare to paper work applied by applicant himself , on top VO can think that if this person cant applied himself and used Lawer for immigration application that what he will do in future . (i mean if person got 100s of thousand as bankbalance then its justified wasting 4-5k on these lawers. But if they strech themselve to show minimum required bank balance of 15000$ then its worth thinking that why they wasting 20-25% of money which they could save by reading website and notes in English .
Individual circumstances differ. some people really do not have the luxury of time for details as such they would rather pay someone. We have also seen many who applied and made errors just because they tried DIY. If you are coming from a background where you have a secretary, driver and other domestic servants at close to next to nothing, and we have many of such in a number of developing countries where labour is cheap, engaging a consultant will not be a big deal.
Also, your assertion that CIC/VO scrutinise applications passed through lawyers a lot more is contrary to the claims of CIC that using a lawyer does not enhance nor reduce your chances. Moreover, that profession is regulated so they expect the lawyers to be professional and any lawyer found wanting can be prosecuted. Therefore, i beg to differ on that opinion.
However, after all the above, i agree that if you have the time, and you are the type that has eye for details, then please go ahead and do it yourself. Its cheaper.
