I have received two ITA of two different Express Entry accounts, I have submitted the APR and forgot to decline the other invitation.
Now, my APR was cancelled by the cic due to incomplete application. Can I submit another APR using the other ITA?

it was cancelled because I choose Quebec as a province and they indicated that it has another system to apply through.

I'm not sure if this is possible. You are not supposed to have two Express Entry profiles. This is specifically against the rules and you may be risking a misrepresention ban.

This is a more complex situation and you may want to consult with an immigration lawyer.
