Hi,

I am an international student and enrolled in the 2 year (4 semesters) pharmacy technician program, I have finished 1 year (2 semesters) and now I want to do another program of one year because I dont find the earlier program very useful, so I am wondering if I am eligible to get 3 year post graduation work permit after finishing that 1 year study program?

No idea about the PGWP, but if you change programs (the first not completed) and then complete a 1 year credential, it will not meet the education requirements for the CEC post-graduate stream.
 
the program you are finishing with has to be at least a 2 years (4-semester) program for you to be eligible for both CEC (or less you work for 2 years in canada) and 3 years work permit.

so if you can take credits from your previous program and add to the other program (which must be a 2 years program) then you would be eligible for 3 years work permit.
