I am not sure about two 1 year diploma = 3year PGWP but,

Yes 1 year diploma/Pg diploma+ 1 year master /degree(57+ credit hour course)=3 year PGWP

Mostly 2 year study and 1 year local experience. In some cases 1 year study and 6 months Experience or only 1 year study
