Two (2) pieces of personal identification

Hello,

I was wondering if you guys can advise me.
For the 2 pieces of personal identification, I do not have a driver's license.
I only have

- foreign passport
- Active Quebec health card (moved from Ontario in 2021) and it has no signature and no photo.
-Ontario health card expired summer 2021.
-PR card but doesn't apply since will submit foreign passport.

Please let me know if I can submit Quebec health card without photo/signature as second piece of identification?

The checklist says one of the pieces of ID can be your passport. Do you have a provincial ID card (not health card) or driving license? You can use those instead.

Thank you but as stated I do not have a driving licence.
In the guide, it says 2 pieces of ID (but does not say it cannot be expired):
photocopies of two (2) pieces of personal identification.

Examples of identification you can use include:

  • a copy of the biographical page of your passport/travel document (as requested above and also can be one (1) of your pieces of personal identification)
  • permanent resident card (PR card)
    • A PR card may only be used as personal identification if your second piece of personal identification was issued by the Canadian government.
  • driver’s licence
  • health insurance card
  • senior citizen identification card
  • age of majority card
  • foreign identity documents, such as a passport or government issued identification documents



Then in the checklist, it specifies the IDs need a picture:

Photocopy of two (2) personal identification documents. • Must have your name, photo, and date of birth • If there is information on both sides of the identification document, photocopy both sides • A copy of the biographical page of your passport/travel document can be one (1) of your pieces of personal identification




So I am thinking I can apply with foreign passport and expired Ontario ID that has signature and picture and then submit Quebec health card when renewed in a few months with picture and ID...

Foreign passport and Ontario health card should be fine.
You could also add a copy of PR card to be on the safer side.
