Two (2) pieces of child's personal identification

I am applying for a minor citizenship application for my 10 years old son.

Document checklist requires copies of passports and PR card, but then ALSO separately asks for Two PERSONAL IDENTIFICATION DOCUMENTS -
e.g. Child's HEALTH CARD OR SCHOOL RECORD, ONE OF WHICH SHOULD HAVE A PHOTO?

My concern is health card for under 14 has no photo. school report no photo. what can I submit for another photo ID document if I exclude Passport and PR?

Passport is an acceptable form of personal identification.

The examples given are for the 2nd ID. First, is always the passport. Just one of them needs to be a picture ID...

I submitted a letter from the elementary school which had a photo and all details such as DOB..etc, Health Card copy, COPR copy, PR Card copy and Passport copy ..everything went fine, no questions asked and got Decision made for all applicants.
