Twice REFUSAL OF TRV

I am a pakistani national live in UAE with my family, I m well settled here. My husband is also pakistani national. I have 2 daughters canadian nationals.
In 2013 and 2015 I got canadian TRV visa. But now when I have applied in 2017 I get refusal sta ting
- not sure on ur travel purpose
- Family tier
- financial etc.

I have also written letter to the consular mentioning all the financial history which is 500,000+canadian dollar.
And proof of my return too as we work here and my kids going to school.

I have my sister in law well settled in canada with here family from last 18 years.and they both husband / wife r working for a reputated organisations.

They have always send us the Invitation letter which we have attached with our applications.

But still I have been refused visas twice. Due to which I also got Visit visit rejection from USA too.
And from the consuler I could sense that because I have canadian daughters I m not getting visit visa's.

I got shocked and want to understand the exact reason. Bcoz I can just sit like that as my daughter want to visit Disneyland US and Canada their home ground, and can not travel along as they r minor.
I m not sure what should I do. I have wasted enough money on applying Visit Visa's.
Please advise. Or should I hire a lawyer for my case seperayely

Having Canadian children doesn’t entitle you to entry to Canada. The fact you have Canadian children and are not a PR or citizen is a good indicator you are willing to exploit the system for your own benefit. You have limited ties to your home country and family ties in Canada make you a risk of overstaying. I wouldn’texpect a TRV any time in the near future, with or without a lawyer.

R u trying to say it is a crime to hAve canadian kids??? Bills of the hospital were paid completely. And we left after the child birth. I think it's nothing to do with visa rejections

No, but you used the system and it’s loopholes and unfortunately, your ties to Canada are probably more significant than anywhere else. Certainly not a crime, but there are drawbacks ultimately.

well what he is saying that you already did a birth tourism there. (you went there pregnant and stayed there until your child was born and then you have returned). Since you are well off, you could afford it (even if you had to pay it from your pocket).
With that history record, they are alert that either you might be pregnant again or that you might want to go for H&C once there.
Your daughters can travel as a minor as long as they are accompanied with an adult and with your written consent. So you can organize with your family in Canada to come to pick them up and make nice holidays for them there.

May not be a crime, but you visited twice prior in 2013, 2015 with a TRV issued with the understanding you were just going to "visit" Canada. You used this opportunity to come to Canada, have your children here, gain Canadian citizenship for them. What is surprising, is why you are now surprised that you have been refused a future TRV for Canada as well a visa for the USA. Whether you paid for the birth or not is not particularly relevant , is that you came under the pretense to visit, and you used that opportunity to have your children here. You mentioned that the USA refused your request for a TRV as well, would not surprise me, in this age of information sharing between governments, that your prior visits to Canada and the ensuing births of your children here, have not been shared with them. If you think your refusal has nothing to do with you visiting Canada twice to give birth, then as suggested request the officers notes
