i think he has given us a hint in the article that intl students on Pgwps will get their turn . He can probably not state clearly that YES , those without LMIA/pnp will get picked up probably due to political or legal reasons or whatever.
But I think he has certainly given us an indication in the article .This is how I would interpret.

thats wishful thinking. he is dogging the question as he doesnt know if the system will work or not. this is what politicians do . they dont commit .

Yeah all he's done there is equivocate and avoid directly addressing any of the issues raised by the article. What we need from Chris Alexander/CIC are concrete facts such as when the next draw will be, how many applicants are actually in the pool etc. At the moment the new system is as clear as mud

express entry system is inherently flawed. they need to separate people on open work permit from people outside canada. next for people outside canada they should have a probation period just so that people dont fake documents. Probation period of 1-2 years so that people who got PR should keep the same job with LMIA for atleast 1 year. whoever desined the system was not experienced in immigration. System seems to be designed as a political stunt for political gains. It is made in such a way to show how good Chris Alaxander is for canadian people. Canadian people wont know the flaws in the system. System is set up for fraud lots of people r going to fake experience, education etc.

How would someone fake education considering ECA has to be done for all qualifications obtained outside Canada?

there is no need for ECA to get ITA...just be young and English should be good...


100 age
100+ English proficiency test
50 foreign exp(can be fake)
50 cad exp(run pay roll with out real job)
600 LMIA(get LMIA for good cash in some places like no one want to go..Yellowknife etc...)

there you go ....900+ it is...
