TVR online do i need photos if biometrics are required?

My boyfriend is planning on coming in august.I'm his rep. Does he need to provide photographs if he is due to go to a VAC or can they do them there? I saw his photos done and they are garbage they Will not accept them. I am so mad he got them done without me knowing or the dimensions and protocols. Thank you in advanced

I have many documents to upload in my application form and it seems like the sections to upload the documents are not many, how can I upload about 20 documents in my online applications. please help it is urgent.
