What does it mean on the eIMM5669e form when they ask the principal applicant this :

4. Have you,or , if you are the principal applicant, any of your family members listed in your application for permanent residence in Canada ever:

What does it mean, does it apply to the spouses parents and brother sisters or applies to only the spouse, no one from the spouses family are applying however.

Family members for a spousal application include the primary applicant and any dependents. They do not include parents or siblings. If you're applying for PNG, then it would apply to the parents of the primary applicant only, not the sponsor.
