TRV while on a visit visa to US

My husband and I are planning a trip to LA and the surrounding areas in May 2017 for about 40 days. My husband has a Pakistani passport and I'm a Canadian citizen along with our son. We live together in Pakistan and have not yet applied for spousal sponsorship because my husband doesn't want to move just yet. Having said that, I would like for my husband to visit Canada during this trip and we were wondering the following things:

1. Can he apply for Canadian TRV from LA while on a visit visa to the US?
2. If yes, do we have enough time in the US for his passport to come back on time?
3. What are his chances for approval? The reason we are not applying for a visa from Pakistan is because he was denied a TRV in 2014 because of strong ties. At that point, I was in Canada and had sent him an invitation to visit.
4. How should the application be packaged i.e. what kind of documentation do we need?

Any other suggestions and ideas will be greatly appreciated! Thank you.

1. He can apply.
2. The chances of getting a TRV in the US are probably pretty slim, previous refusal, no ties to the US, with a CC spouse and child, stronger ties to Canada then to Pakistan.

It's proper he applies from Pakistan. Your husband will be better off to apply from Pakistan than in the States.

The reason I don't want to apply from Pakistan is because we constantly hear how the Islamabad office takes a total of 40 seconds to reject the TRV of an applicant with a Canadian spouse. Last time he applied, his application came back as it is. There was a sealed envelope with a letter of invitation from our local MP which the embassy didn't even bother opening. Given such an experience, it almost seems like applying from the US and showing sufficient ties in Pakistan such as his job and property and my job and possessions in Pakistan may give us atleast a better chance of a thorough checking of the application.

I think they will take more time as I do remember I did apply my first TRV from Pretoria South Africa , and it took 71 days for approval and I did ask to VFS regarding website time ( 15 days ) and they told me it's depend upon Nationality .
That time processing timr from pakistan 71 days and now it showig 35 days . I think much better to apply from pak .

Then, I guess it's worth to give it a trial. Nothing to lose!!
