TRV Visitor Visa (from outside of Canada) applicants - Sep 2020

Guys,
I have applied family reunification on Feb 2020 to my wife & son in India since I am a Canadian PR. Now I have a feeling that entire PR process will take at-least 8-12 months from now to complete since application moved to NDVO now and VFS offices in India are closed without exact timeline.
So in the meantime, I am planning to apply for Visitor Visa for my wife & son.
To apply for Visitor Visa,
1) Can my wife use the biometric which she has taken for PR ?
2) Medical is really required?
3) What about the processing time for visitor visa now?

1.Biometrics once done, is valid for next 10yrs
2.Medical is not required for visitor visa, for current situations need to check if medical is required
3.it depends on country the applicant is applying from, for India its 143days I guess

What? Seriously, they should give alternatives for biometrics or something online

New Ministerial Instructions issued on October 1, 2020 have extended this measure until January 31, 2021 with some exemptions.

Currently processing time for visitor visa is 244 days i.e almost 8 month & half month.
I think it has changed since we applied in August. because last time checked in the beginning of Oct I guess it was around 187 days.
Anyone have any idea how do we check what was the exact processing timeframe for an application at the time it was submitted as website only shows current timelines. Does it show in ircc online account login?

Anyone received TRV applied outside canada under essential travel, even if it's for other non-essential purpose.
Please do share with us. I know India have not opened biometrics yet but how about other applicants from different countries.
