So should I give it a go? TRV with the current situation and my fiance's details etc? 10% possibly? or 0% ?

He would be visiting NZ on a visitor visa and yes we cannot enter the country as this stage. I myself is on a work visa, even I cannot go there. I'm working remotely from the last 6 months.

How about applying TRV and with an invitation letter from fiance but as a friend in the letter without mentioning about the wedding or relationship?

Canadians are able to travel out at this point, this would be a way to get around current travel exemptions to get married..

Canadians aren't able to travel, they have to apply for exemption first which is again impossible in my case as my In-laws all family and relatives live there. None of their blood relations is in India to apply for an exemption.
